I will show you how to fix netlogon service not starting due to resource unavailability error.

Netlogon is a Windows Server process that authenticates users and other services within a domain. Since it is a service and not an application, Netlogon continuously runs in the background, unless it is stopped manually or by a runtime error. Netlogon can be stopped or restarted from the command-line terminal.

Please save the below powershell script to your pc and run it.

$Servicename = 'Netlogon'
$service = Get-Service | Where-Object {$_.Name -eq $Servicename}
Write-Host -ForegroundColor "Green" "Service status is " $Service.Status

if ($service.Status -eq "stopped")
    Write-host -ForegroundColor "Red" $Servicename "is not runnig."
    Get-PSDrive -PSProvider Registry
    Remove-Item -Path HKLM:\Software\Microsoft\RPC\Internet -Recurse
    Restart-Computer -Confirm:$true
